Here is my proposed build. I have some questions along the way.

LS PR4 Head - hot tanked, decked, & 3 angle valve job.
Used Stock Valves
Used Stock Retainers
Used Stock Valve Seats
SuperTech Valve Springs
New OEM Valve Keepers, Stem Seal, Valve Guide, etc
New OEM Head Gasket
Used Stock CamShaft Holders
Used Stock RockerArms
403 cams
Aftermarket Adjustable Cam Gears - I havent figured out a brand to get yet
ARP Head Studs
New Timing Belt
Stock Block, Pisonts etc.

Questions so far...
Can I use stock retainers with the supertech valve springs? Is it ok to use the used set i have or get new ones?
Can I use used valve seats or should I replace?
Which Head Gasket do I use... my block is from a P75 and my head is a PR4... do I get the P75 12251-P75-004 Gasket or the PR4 12251-PR4-004?

Intake Manifold - Most likely Blox or S2
Fuel Pressure Regulator - Blox
Fuel Rail
Injectors ?
High flow fuel pump

Questions
What Size Injectors do I get? I have no idea how to figure this out.
Do I need to upgrade my Throttle body?

ECU - p75 to be chipped by Pherable
OBDII -> OBDI Conversion Harness

3" Intake
2.25 Exhaust
2.5 Hi Flow not straight pipe Cat
Ebay 4-2-1 Header

Questions
Am I mising anything for my build?
Is there any place i'm spending money where I could spend it somewhere else and get more bang for the buck?

Alright I am going to answer the questions that I know.
You can use the stock retainers and they do not have to be new, they recommend other ones but there have been many who reused. I would say have the valve seats replaced. With the question of money in the wrong place, it is all in the fuel department. With that build there is no need for injectors, fuel rail, or high flow fuel pump. I did basically the same build and didn't even need the fpr. Your stock stuff can handle it unless you go with a bigger build. Take all that money and get a bored out throttle body. Get another oem timing belt tensioner and maybe a water pump while you are at it. Better to change them now while you have everything off.

So my setup would include an aftermarket intake manifold with stock fuel rail and injectors and a bored out Throttle Body

I guess my only other question would be the head gasket... my block is from a P75 and my head is a PR4... do I get the P75 12251-P75-004 Gasket or the PR4 12251-PR4-004?

You could use b16 dual valvesprings for a little more protection, especially if your going to chip the ecu past the stock rev limiter.

I didnt know you could use b16 valvesprings! Is there a reason not to use SuperTech Valve Springs?

I used them with my 1st Integra build. I was just looking at cost, you can get them fairly cheap !

That would lower my cost and at this point every $ counts. Should I use new or used B16 valve springs?
