I am having some idle problems and having trouble figuring it out.

Motor is a JDM b18b - I used the stock DX harness from my 97 hatch and its using a phearable.net obd2a>obd1 jumper harness.

-I have cleaned the IACV twice (I have also done to 3 to 2 wire conversion)
-I cannot find any vacuum leaks (sprayed cleaner on the vacuum lines etc and it didnt change the idle)
-There is NO FITV (motor is a 97)
-I have let the air bubbles out of the coolant system ...
-Timing is stock and checks out ok

The car idles at around 500rpms - adjusting the idle does not seem to help. and when I pull the car out of gear the tach drops to almost zero and then bounces up to 500 or 600 and steadies itself at around 500rpms again, Im at a loss, anyone? its been going on for like 2 months ...

If you have access to a boost gauge that reads vacuum the "T" it into another vacuum source. At Idle you should be reading 20-22 pounds of vacuum, more than that would indicate a timing problem and less than that would indicate a vacuum leak. This helped me figure out that a friends GSR turbo had a warped intake manifold even though the starter fluid wasn't budging the idle.

well my temp gauge started bouncing all over the place with my rpms, but the car was running fine so I stopped to check it out, found out that there is an arc from my transmission to my engine bay when I start the car, so I have a bad ground or a short somewhere
