i recently bought a 1991 hatch that has a t70 turbo on it.... the car has a six pound spring in it with a boost controller (manual). i turned it up to 13lbs. 1-2 gear it will not fully spool only about 5-7 lbs and when in 3rd gear i can get it to spool all the way. is this just because its such a big turbo or is there something i can do to get it to spool faster

Does it spool fine on just the spring (6lbs) in 2nd? What transmission are you using?

what is your setup? Are you using 3 bar map, missing link or what kind of map sensor your using?

the kid said it was a six pound spring.... i pulled the wastegate off because i noticed that the exhaust was coming out of there pretty heavy and it was kinda loud. when i pulled it off i noticed there was suppose to be a spacer @ the wastegate flange and there wasn't. i installed the one off my wastegate that goes on my new build and took the boost controller off and the car spools 12lbs all the way through 2nd... also pins me to the seat. i guess this was the problem, also the car is alot quieter now and makes the whoosh sound when shifting gears like its suppose too! i still cant fully spool in first though but i think that is normal for the turbo?

Yeah thats called a fire ring and they are the cause of a few boost creep/cut problems I've seen in the past.
