You can make 270 on a STOCK ls with minor attention paid to the fuel system. I dont mind a wicked awesome AEM fuel rail. I'm talking about Injectors and a fuel pump. I think you'd be fine on a set of DSM "blue top" 450's and a Walbro 255.
As far as how can you tell if the engine is in good shape? Compression and leak down test the engine. Post the results. Ask yourself typical questions like; does it smoke? if it does, what color? how much oil does it consume in a given time span. Most importantly, you'll wanna do the compression test as well as the leak down. This will determine if the engine is healthy to begin with.
As far as when you build, people are making 900+ on stock cranks. So as long as your crank is in good shape you'll be fine. Now if you've spun a bearing or anything like that, you might wanna replace the crank with another FACTORY unit. If you plan on making more than 500, I would highly recommend sleeving the block, cuz your stock sleeves are going die.
Replacing the valves gets expensive and in your case probably not worth it. However replacing the springs and retainers is always a worthwhile investment. Also, as far as cams, I've heard "turbo" cams are a complete joke in the Honda world. People in the VTEC crowd are still rocking stock GSR cams in their boosted apps. Just saying, I know it has little to do with your build. I would just stick with stock cams if I were you.
