i plain on running a new setup since my rings are bad. what i want to know is what ecu should i run with this since the compression is going to be higher.
b18b block
b16a2 pistons
b18b head
crower 402 cams
skunk2 intake manifold
header..i dont know what one to get yet

Just run a stock LS ecu with a program installed in it. That setup is pretty mild though, if you aren't going to really increase the redline I'd use the stock ecu and run premium fuel, maybe up the fuel pressure a bit also.

i would definetly run a chipped ecu. it would be better to chip a pm6 than pr4. though the pr4 is the stock one. i had both chipped and ran better with the chipped pm6. my set up was the same your doin. except i had b18a1 with b16a piston heads. a1 head. with crower 403's. im bout to do it again. but use gsr piston heads this time around. good luck :P

whats a pm6? is that obdo non vtec civic ecu. you said that works better than the stock pr4. i dont know to much about tunning. so does this chipped ecu come with a custom base map for my setup?

doubt it, most "chipped" ecu programs are just copies of skunk2, jun etc programs. honestly for your setup its just easiest to get something like a AFC. the best solution would be crome/hondata or something similar.

the pm6 is out of 88-91 civic or crx si. yes obd-o non vtec. it does change the mapping a bit after chip. but dont know exactly how much or what. i went with the JUN racing technology chip. if you dont know it increased the fuel curve and the air. and reved to 8500 rpm. rarely took it that high. only when pissed. lol.

Yeah I'd just run the stock ECU with an adjustable FPR to bump up th fuel a little. Thats a pretty mild setup, but if you were to go with a more aggressive cam and a higher compression piston then I would say crome tune it.

yeah i decided to put a vtec head on the b18b block with the b16 pistons with type r cams and just run a chiped p28 ecu with my apexi vafc2

What are you chipping the P28 with? If its something tunable like crome don't use the Apex'i, It will work against the chip's tuning
