i heard that street tires hook better if you dont do a burnout before hand is it true?

Burning out tires does two things, it removes any gravel, sand, rocks stuck in the tires and makes the tires "hot" allowing them to have better grip on the pavement. Race tires are naturally softer but street tires are harder to prolong life. So burning them out does make them stickier immediately after doing a burnout.

Word of caution, I did burn out in some Kuhmo Ecsta tires and a few days later they got shiny and chirpy around corners. The rubber actually got glazed and started cracking after a few months. So I would not recommend burning out in your daily driving tires. Get some cheap used tires and practice in those.
