it could be the iac valve or the fit valve or the idle screw needs adjustment try to clean the iac and if u have one clean the fit valve if these thing dont work u could have a bad iac valve but a little more info would be nice like does it eventually go down to normal after a few min or does it stay there

No it gradually increases in rpms and i dont let it run for more then a few seconds cause i dont want it to red line. Also all the fuel air mixture isnt working right.

also i have been noticing that the exhaust is spitting out a large cloud of blue smoke. But it is not burning oil. could it be the fuel pressure regulator?

Could very well be a bad vacuum leak too.

i am using the dizzy from the 96 motor and i am using the obd1 p75 ecu. If there is air in the system would that really have souch a huge effect on how the car runs?

okay heres what i gathered so far from you...
91--->car, harness, ecu, and intake manifold
96--->engine(block n head), dizzy
thats correct rite??

k few more question...
1. is your car a obdo or 1? some1 told me once that 91 integra came with obd1 or obd0. if this is wrong can some one comfirm it?
2. did you wire the obd2 dizzy to fit your harness or did you get a jumper harness?
3. have you switch the fuel injectors? Early Hondas used low impedance injectors with a resistor pack. From about '92 to '96 Honda transitioned from low impedance to high impedance without a resistor pack. make sure your using the 91 integra injectors since your using the harness and ecu.
4. and your positive there are no codes?

Thats correct, its an obd1 and the dizzy hooked right up to the harness, also i am using the 91 injectors with the 91 resisitor. And yah im sure there are no codes i watch the ecu cause it has a light on it and when it blinks it show the problem but it doesnt ao i might have to hav somebody come out and plug it in

okay heres why your car is acting up, you will need to do this to fix it.
option
1. buy a obd1 dizzy and drill out the hole to bolt up to ur b1 head
2. buy a jumper harness
3. depin your dizzy harness or eng harness and follow the diagram below. this gives it a clean factory look.
4. my favorite, make your on jumper harness.
follow this wires okay. if you need help call me. i think i pmed u my cell#. good luck
