It really depends on what your power/goals are with your car/motor.
If you want a simple swap with a little more grunt, the H22 is the way to go.
I'm personally not a fan of the F20B's, mostly because they lack torque. I've tuned an F20B, with Type S cams, ESP header, Skunk2 manifold and throttle body and a 2.5" exhaust. It made 196/156 on the dyno. ALL that work for a measly 156ft/lbs of torque. Not really worth it to me. If it's revs you're looking for, the H22 can handle that with upgraded springs and cams.
If you want to build the F, it's going to cost you. 200whp on an f22a will probably cost you around $2500 at the very least. All depends on your mechanical abilities and tuning abilities.
You might want to head on over to
http://www.cb7tuner.com. It's a site dedicated to the 4th gen Accord chassis(90-93). You'll get more answers there, just be careful as most people on there don't have first hand experience with much and only type what they've "heard".
