Will it only rev to like 3000 or 3500 RPM? If so try to pull out the ecu fuse and turn the key into the on position, in that order. Leave the key turned over for a minute or two to reset the ECU. Then put the key back into the off position and replace the fuse. This should reset the ECU. I have heard of a few 88-91 Civic doing this and I had a friend refer to it as a cold-start fail safe thing. Although to diagnose the problem I would need to know a few more of the symptoms.

If u have a Cat, check that first. old cars = clogged cats, if not 3000 to 3500 usually means ecu is in limp mode, switch with known working ecu and see if it straitens up, if not will have to research a little. i would start with cap and rotor, fuel filter, check grounds at thermo housing. check timing, If your running an FPR u may wanna back off the pressure for low rpm power
